BISMARCK, N.D. — A federal court battle over whether the developer of the Dakota Access oil pipeline can finish the $3.8 billion project will linger at least into the first couple months of the new year.
Operator has suggested that shippers had a right to terminate their contracts with the project if the pipeline was not operating by a 1 January deadline
